Founder
I help leaders make decisions that hold up in complex human systems. The kind where incentives misalign, institutions push back, and conventional analysis misses what actually matters. I work with executives, government agencies, foundations, and non-profits on questions where the stakes are high, and the path forward isn’t obvious.
BACKGROUND
I trained as a demographer and education policy researcher, with a PhD from the University of Texas at Austin through the Population Research Center, one of the country’s leading hubs for applied quantitative work on health, education, and population dynamics. Demography is an unusual training for advisory work, and I think it’s the most useful one. It forces a kind of intellectual patience. Populations don’t respond to interventions the way planners expect. Structural conditions shape outcomes more than programs do. The gap between design and result is where most policy and strategy work quietly goes wrong. I’ve spent more than fifteen years working across that gap, as a federal research administrator, a state-level data specialist, an academic researcher, and an international program evaluator. The through-line has always been the same: helping leaders make better decisions in systems where the underlying dynamics are not well understood from inside the room.
PRACTICE
Most recently, I served as a Program Officer at the National Institute on Aging at NIH, where I directed portfolio analyses for a $2B federal research investment and evaluated more than 55 early-stage investigators annually across aging, neuroscience, health disparities, and omics research. I designed equity frameworks and funding gap analyses, represented NIH at cross-agency convenings, and secured leadership approval for novel initiatives, including the NIA Healthy StartUp Challenge. Before NIH, I led a data science project at Harvard Law School, served as a Fulbright Scholar in Sierra Leone building graduate-level research capacity at the University of Sierra Leone, directed data governance for Massachusetts’ early education and care system, and co-founded one of West Africa’s leading social innovation centers. My academic work began with postdoctoral research at Rice University’s Kinder Institute and fellowships at Stanford and the Population Research Center. That range isn’t eclecticism. It’s the same work, evidence-based decision support in complex human systems, practiced across the contexts where it’s hardest to do well.
MOSAIC SIGNAL
I founded Mosaic Signal in early 2026, succeeding my prior advisory practice, Mosaic Insight. The choice to relaunch reflected something specific about this moment: the economics of serious analysis have shifted. What used to require a team of analysts can now be done by one experienced advisor working with the right tools, which opens up a kind of practice that wasn’t quite possible before. One grounded in academic-level methodological seriousness, delivered at the pace and cost real clients can absorb. The firm serves corporate leaders, government agencies, foundations, and international NGOs on questions of strategy, program design, and institutional change. Engagements combine stakeholder and incentive analysis, evidence synthesis, and decision design.
POINT OF VIEW
Most strategy work fails on the parts of the system that are invisible from the top of it. The frameworks are usually fine. What’s missing is a serious account of how the institution actually behaves: who has informal power, which incentives cut against the stated goal, what the population-level dynamics underneath the program actually are. My work starts there, and everything else follows from it. I also believe advisory work should leave the client able to think about the problem better on their own. If an engagement ends with the client more dependent on me than when it started, I’ve done it wrong.
OUTSIDE THE WORK
I’m based in Rockville, Maryland. Outside of work, I read widely across historical fiction, summer romance, and most things in between. I travel when I can, spend time with family and friends, and sketch renovation ideas for our family home in Freetown.
